Scintilla Foundation Strategy and Charter

Foundational charter describing the Foundation’s mission, value hierarchy, anti-values, and long-horizon stewardship commitments.

Purpose

This document formalizes the mission, value core, anti-values, governance posture, and long-term institutional purpose of the Scintilla Foundation.

Mission

Scintilla exists to build and steward mechanisms by which consequential claims can be adjudicated under explicit, contestable rules, so that no single institution, platform, or intermediary holds unilateral authority over what counts as true.

The Foundation exists to steward the broader Scintilla Ecosystem as the institutional home for that mission.

The Foundation exists to:

  • steward an ecosystem of protocols, standards, research, infrastructure, and institutions
  • preserve explicit, contestable mechanisms where consequential claims matter
  • prevent unilateral authority over consequential truth claims
  • protect privacy without sacrificing contestability or accountability
  • preserve legibility as a precondition for challenge and justification
  • prevent capture, enclosure, and convenience-driven institutional drift
  • support durable ecosystem growth consistent with legitimacy rather than theater

Primary Values

  • Contestable adjudication
  • Bounded authority
  • Legibility
  • Integrity
  • Privacy against domination
  • Reality-based coordination

Derived Institutional Principles

  • Neutrality
  • Stewardship
  • Durability
  • Governance discipline
  • Public legibility
  • Role clarity

Anti-Values

Scintilla rejects:

  • centralized declaration of truth
  • opaque discretion
  • surveillance by default
  • institutional overreach
  • market theater

Ecosystem Scope

The Foundation is not reducible to any one protocol. Its work may include protocol stewardship, standards and specification work, research, stewardship-oriented publishing, public-interest infrastructure, governance design, and other complementary initiatives.

Scintilla Locate is one important initiative within this broader mission.

Long-Term Commitment

The Foundation commits to discipline over speed, integrity over convenience, bounded authority over discretionary expansion, privacy against domination, and long-horizon legitimacy over market theater.
